Basic rules of the road
In Montenegro, the pan-European rules of the road have been adopted. Therefore, for a Russian or EU driver, the signs and road markings will be well understood. It is only necessary to pay attention to some important aspects:
- It is forbidden to drive a car after drinking alcohol.
- When driving, the headlights must always be on.
- The driver and all passengers must wear a seat belt.
- At a roundabout, drivers already on the roundabout have priority.
- Some traffic lights have an additional section that allows you to turn right when the main red signal is on.
- Permitted speed: in the city 40-50 km/h, outside the city 50-800 km/h.
Basic fines for traffic violations:
- Driving while intoxicated: deprivation of license with a fine of up to 2,000 euros or even arrest for up to 60 days!
- Speed limit. In us. point 40-50 km/h, outside the settlement 50-80 km/h. Fines from 80 to 2000 euros, depending on how much the speed limit was exceeded and where.
- Driving a car without turning on the dipped headlights: a fine of 30-80 euros.
- Use of mobile communications while driving: a fine of 30 euros.
- The movement of the driver and passengers without wearing a seat belt: a fine of 40-100 euros.
- Overtaking after a prohibition sign and crossing a solid line: a fine of 150-300 euros.
A police officer in Montenegro, when stopping a driver for violating the rules, confiscates his driver’s license and registration certificate before paying a fine, in some cases, the offender’s passport is also confiscated. To return the documents, it will be necessary to appear in court at the appointed time, receive the exact amount of the fine from the judge and pay it along with the court costs through the bank, only after that your documents will be returned to you
The procedure for bringing a person to administrative responsibility for violation of traffic rules
Fines in Montenegro must be paid at the bank or at the post office. Before paying the fine, the foreigner’s rights, registration certificate and passport are taken away. They are returned at the place of bringing to administrative responsibility, if you find a policeman in the same place, or at the Police station. Serious offenses in the field of traffic are considered in court.
There is an active fight against corruption in Montenegro, so remember that you should not offer a bribe.
How to book a car?
To rent a car, you must be over 21 years old, have a driver’s license and have been driving for more than a year. A deposit of 100 euros is required
Parking in Montenegro
As elsewhere, there are paid ones (with a barrier and with payment by parking tickets) and free ones. There are very few free ones. If the parking lot has a barrier, then payment is made at the exit from the parking lot. At the entrance you take a ticket with the time of arrival, at the exit you hand over the ticket and pay for the parking time. The cost of such parking is on average 1 euro / hour.
You can also park your car on specially marked sections of the streets, but there you will have to use parking tickets (parking card). These coupons can be purchased from vending machines and newsstands and cost approximately 0.7 euros/piece. On the coupon you need to note the year, month, day and time of parking. Therefore, you should always have a pen with you. You need to put as many coupon cards under the windshield of the car as you plan to be absent for hours. On Sunday and at night (from 23 to 7) parking is free (but better check this point when you arrive in Montenegro, rules may change over time). Up to 5-10 minutes you can stop for free, for example, run into a store for cigarettes.
The problem of parking is especially relevant for densely populated cities, especially during the holiday season.
In seaside cities, special lifts move along the roads – “spiders”, which around the clock collect and take away incorrectly parked cars. The fine for towing to a special parking lot is 80-120 euros, each day of storage – 5 euros. If the driver has time to remove the car before loading, he will only pay a fine for false removal of the tow truck – 20 euros. The fine must be paid within 8 days, if this period is violated, the case will be taken to court and the amount will increase by 200 euros.
It’s better not to park under the “no parking” sign, even if you see that other cars are parked there – the fines are very decent, a fine with evacuation can cost from 80 to 200 euros. The same goes for handicapped parking.
If you don’t want to spend money on parking, you can look for a free place in the yards a short distance from the sights and take a walk.
Be careful!
Now there are more police officers who ply in an ordinary-looking, civilian, unmarked car in those places where you can accelerate well. Their car is equipped with a speed measuring device. They specialize in those who greatly exceed (by 30-50 km / h). The police drive behind, fix the violation, then overtake and stop.
Distance:
The driver is obliged to keep a safe distance from the car following in the same direction. At the same time, the Law determines that a distance is recognized as safe, which allows the driver to stop the car at any time and avoid an accident.
At the crossroads:
A driver approaching an intersection must keep a speed so that he can stop before entering it and give way to vehicles that he must pass. In the settlement it is forbidden to drive at a speed of more than 50 km / h or faster than indicated on the sign.
